Economic Development Certificate
Economic development allows a community to expand its tax base, create high-quality jobs, and provide important amenities to its citizens. Hamline’s Economic Development Certificate comprehensively examines the economic development process from both government agency and private sector perspectives, giving you the critical knowledge and skills necessary for your community to prosper.
With a certificate in Economic Development from Hamline, you will:
- Enhance your knowledge and understanding of economic development tools, including the Economic Community Assessment and the Economic Development Association handbook.
- Build your expertise in the creation, negotiation, and enforcement of development agreements.
- Meet and network with community officials on multiple site visits across the Twin Cities metro area.

Program Overview
Certificate classes meet at Hamline’s Minneapolis location. Students complete 90 hours of training to receive the Economic Development Certificate from the Hamline University School of Business Public Administration program and 8 Continuing Studies credits.
Cost: $2,950.
Certificate Topics
The program consists of the following seven core modules:
- Introduction to economic development
- What tools do we use and how do we use them: soft tools and hard finance tools
- A day with developers
- Housing and mixed use strategies
- What economic development professionals need to know about housing and mixed use developments
- Development negotiations, how do we get there?
- Development pro-formas, bond ratings, and outside advice
Schedule
The class meets the third Thursday and Friday of each month from 8:30 a.m. to 3:30 p.m. Continental breakfast and lunch are included.

Seminar Option: Those who are interested in a particular topic can take any of the two-day sessions as a seminar for $400 each. No discounts apply, and no credit or certificate is awarded for the seminar option.
About the Instructors
Craig Waldron, public administration program director at Hamline University, served as city administrator for the City of Oakdale for 20 years and is a highly respected leader in local government. Dr. Waldron was recognized as manager of the year for his efforts in career development in Oakdale. He has also served as an elected official for North Mankato and has chaired several municipal organizations in the Twin Cities metropolitan area. Waldron earned his Doctorate of Public Administration from Hamline University, his M.A. in urban and regional studies from Minnesota State University, and his a B.A. in sociology from the University of Iowa.
Lorrie Louder, Senior Vice President of Business & Intergovernmental Affairs for the Saint Paul Port Authority, has been in executive Economic Development positions for over 25 years. She is responsible for initiatives that move the Port Authority’s mission and objectives forward across its lines of business and lso leads the Port Authority’s Legislative initiatives. Ms. Louder serves as Chair of the Saint Paul College President’s Advisory Council; Chair of the Government Relations Committee of the Economic Development Association of Minnesota (EDAM); Board Member of the National Association of Local Government Environmental Professionals (NALGEP), the Saint Paul Economic Development Company (SPEDCO), and the Saint Paul Smart Trips organization. She also serves on the Minnesota Brownfields Advisory Committee and is the Chair of Minnesota Brownfields ReScape Committee.
Degree Candidacy
Participants are eligible to earn graduate or continuing studies credit. Graduate-level elective credits from all certificates may be earned and applied to the Master or Doctorate of Public Administration. Additionally, elective credits may be earned and applied to the Master of Business Administration or Master of Nonprofit Management from the Building Resiliency and Sustainability in the Workplace and Leadership Communication Skills certificates.
